On SD 50604.24, following the "social deterrance" on Nede Prime to keep them from attaining Warp capabilities, a plot is revealed that showed that Consul General Jaffe wanted to cover her own tracks, helping Nede Prime with Warp technology, and finally getting Atragon-9 out of the way. She had ordered Captain Wolfe and the USS Babylon, to destroy Manticore. Luckily, he was persuaded to wait and was shown her complicity in the entire scheme. The Manticore and Babylon head back to Sector 001 to turn over their evidence against Jaffe. Her excesses of power being revealed, she was removed as Consul General, under the direction of Inspector General Stephan Morris on SD 50606.05.
On SD 50901.19, he came onboard Manticore, docked at Starbase 9, to remove the comatose Atragon-9 from the ship, assign Captain Sovak to Command and to send the ship on a very dangerous, voluntary, mission.
On SD 50909.21, he ordered Atragon-9 to return to Earth immediately with samples of the sensor-neutral alloy discovered at Oppo. This would mean that a captured away team would be left behind on the planet, so Atragon-9 ordered Chief Engineer Garnoopy to disable the engines, so there would be time to rescue the team. Some time between that time and SD50912.14, when Manticore returned to Earth after rescuing their away team, the post of Federation Council Inspector General was abolished and Morris was removed from control of Manticore.
